Philippines Considers Broad Tax Amnesty and New Online Gambling Levies

(Manila).- The Philippine government is weighing a general tax amnesty to boost revenue and compliance, alongside potential reforms targeting online gambling operators and offshore gaming firms.

Philippines Considers Broad Tax Amnesty and New Online Gambling Levies

The government is studying the possibility of enacting a general tax amnesty and other non-tax measures to raise revenues, Finance Secretary Ralph Recto said on Monday.

“While no new tax proposals are on the table, refined measures — such as the Rationalization of the Mining Fiscal Regime — are awaiting enactment,” Recto told reporters during an economic forum.

“We are also studying the possibility of enacting [a] general tax amnesty and online gambling tax laws,” he added.

Recto said there were no details yet as things were “being started right now,” but added that it would be a “simple amnesty bill” that’s “not going to be the same bill as passed by Congress then that was vetoed.”

In 2019, then president Rodrigo Duterte signed into law Republic Act 11213 or the Tax Amnesty Act but vetoed several provisions, including that for a GTA.

The general amnesty was supposed to cover all national internal revenue taxes, such as income tax, withholding tax and value-added tax, with or without assessments, that remained unpaid as of Dec. 31, 2017.

Recto said they do not have current estimates for the possible additional revenue to be raised from the tax amnesty, which he said would be pushed for Congress approval this year.

“[W]e’ll have to have it approved yet with the President or in the Cabinet,” he added.
